TSA Flight Training Update for Instructing Non-U.S. Citizens and Non-U.S. Nationals

If you are a flight training provider instructing non-U.S. citizens and non-U.S. nationals, please read the following to assist in complying with Title 49, Code of Federal Regulations (CFR), part 1552, Flight Training Security Program (FTSP).

The ATP-CTP course is exempt from the FTSP requirements only when the candidate is already type-rated in the aircraft for which they are receiving training. If they are not type-rated in the aircraft in which they are receiving training, the candidate must have a valid Determination of Eligibility, and a training event must be created.

For example, if the ATP-CTP course is being conducted using the B-737 and:

  • The candidate already has a B-737 rating; no notification is required.
  • The candidate does not have a B-737 rating; they must apply for or hold a Determination of Eligibility, and the provider must notify TSA of the ATP-CTP training.
