NTSB's next ADS-B push: put nearby traffic on every cockpit display
The business aviation industry spent years getting compliant with ADS-B Out. The next debate may be whether merely transmitting your position is enough, or whether every pilot should also be required to see and hear nearby traffic in the cockpit. What happened The NTSB has expressed dissatisfaction with portions of the FAA's response to safety recommendations stemming from the January 2025 midair collision near Washington, D.C. An American Eagle Bombardier CRJ700, operated by PSA Airlines, collided with a military Black Hawk helicopter while on approach to the Reagan Washington National Airport (DCA), killing 67 people. The helicopter was not using ADS-B at the time of the crash and the Bombardier was only equipped to transmit, not receive ADS-B data. One recommendation drawing industry attention is recommendation A-26-31. It would require ADS-B In traffic display capability and audible traffic alerts for aircraft already required to carry ADS-B Out equipment. It does not sweep in new classes of aircraft or airspace users. For many operators, the question immediately becomes whether their aircraft already meets that standard or whether new avionics spending could be required. Many modern business aircraft already display traffic and provide audible traffic awareness through integrated avionics and TCAS/TAS systems. Older aircraft equipped only with minimum-compliance ADS-B Out systems would likely face the greatest upgrade burden under any future requirement. Fleet impact Regulatory discussions often become market discussions long before rules are finalized. Previously, buyers would ask if an aircraft is ADS-B compliant. Future buyers may ask if an aircraft provides traffic display and traffic alerting. That distinction could become more important as owners compare upgrade costs during acquisitions. The aviation market tends to price future retrofit obligations into current aircraft values. Part 135 operators will feel this pressure the most. An individual owner can decide when to upgrade but a charter certificate holder has to think fleetwide. Even smaller upgrade costs become significant when multiplied across ten or twenty aircraft. Beyond installation costs, operators also have to think about reliability. If ADS-B In does eventually become a required operational item, an inoperative system becomes more than a maintenance issue with a knock-on availability impact that affects dispatch schedules, aircraft substitutions and customer service. Why it matters Whether Recommendation A-26-31 becomes regulation or not, it highlights how quickly avionics requirements change once technologies become widely adopted. What begins as a safety recommendation often becomes a design expectation, then a buyer expectation and eventually a regulatory expectation. For aircraft owners, brokers and charter operators, the practical question is no longer whether ADS-B matters. It's whether the aircraft already has the next layer of capability regulators may soon expect.
