The NOTAM verbiage has been updated to include situations when the "Service-A communications" have failed.  "Service-A Communications" are also know as Long Line Dissemination, which means the weather information is transmitted beyond the service area of the observing location, such as through the use of Dial-up phone or internet transmissions.   This updated verbiage should provide pilots a more complete understanding of available sources of weather information prior to departure.
